Just guessing- the tunnel will be a tooled road before completion, possibly before construction starts, which tends to make it an HOV road. Doesn't Ballard traffic already go east to 99 and then south? I know I always did when I lived there. Some quick answers-

Only 20 percent of current trips on the viaduct do not originate or terminate downtown. So we'll have a new 4-lane highway for that 20 percent. Given time, I'm traffic will consume this new capacity while existing trips will move to surface streets. It’s a bypass tunnel.
